On 9 January 2020 Kingston Town Neighbourhood Committee considered a report outlining the outcomes of a Healthy Streets study undertaken by consultants, on behalf of Kingston Council, to identify local connectivity improvements for the North Kingston area, including between Kingston and Richmond town centres.


This approach focused on sustainable means of transport as the priority, comprising walking, cycling and public transport use and also considered more localised issues of through traffic in the King’s Road area.


The report outlined the outcome of the local consultation on one of those measures, which was to introduce a school street on a trial basis for Latchmere School in Latchmere Road, between its junctions with Park Road and Latchmere Lane. The School were involved with the wider investigations for the North Kingston Healthy Streets project, where the proposal for a school street was identified and support the proposal to make journeys to and from the school safer for all parents and students. 66% of people who responded to the consultation supported the proposal.


The scheme is being trialled through an Experimental Traffic Management Order (ETMO) which allows councils to run consultation alongside the trial periods. The scheme will run for a minimum of 6 months and a maximum of 18 months.

The school street trial for Latchmere Road and Dinton Road will be a timed closure between 08.15-09.30am and 14.30-16.00pm during school term times only starting from 24 May 2021

This scheme uses Automatic Number Plate Recognition (ANPR) cameras that will be installed in the following locations:

  • Camera at Latchmere Road roundabout with Latchmere Lane
  • Camera at Latchmere Road junction with Park Road
  • Camera at Dinton Road junction with Bockhampton Road

If you live one of the roads directly affected by the scheme, you will receive a letter outlining exemption criteria from the restrictions but MUST register your vehicle here - please note that you will need to register your vehicle from now until Friday 21 May 2021

If you are a parent at the school, we encourage you to make sustainable travel choices where possible including walking and cycling. If you do need to drive, you must not enter the restricted zone, park safely and walk the rest of your journey.
