To ensure the Local Plan process considers all potential sites for development, the council is running another ‘Call for Sites’ exercise for a wide range of land uses.

Individuals, developers, landowners, agents and other interested parties are invited to submit details of sites within the borough that may be available for redevelopment over the plan period up to 2041. You do not need to own the site to make a site submission.

Site submissions can be on greenfield or previously developed (brownfield) land. It can be for any type or mix of land use, including for residential, commercial, leisure/community uses, infrastructure provision, open spaces, or nature conservation.

Sites should meet the following criteria:

  • It is wholly or partially within the Royal Borough of Kingston upon Thames

  • For housing, it is capable of accommodating at least 10 new homes

  • For commercial developments (e.g. employment or retail) it is capable of accommodating at least 500 sqm of floor space

To submit a site, please complete the form below and send a site location plan in PDF format to localplan@kingston.gov.uk. The site location plan should show the site boundary outlined in red and any supporting documents. If possible, please also submit a GIS shapefile of the site boundary.

Each site submission will require the completion of a separate form. The sites received will be assessed in a new Strategic Housing Land Availability Assessment (SHLAA), which helps the council to understand where land is potentially available and suitable for development.

If you have previously made a representation to the council in the May 2019 Regulation 18 Local Plan Early Engagement consultation, you do not need to make another submission for the same site.

If you are unsure if a previous site submission has been recorded by the council, please get in touch by emailing localplan@kingston.gov.uk.

If you have any difficulties with accessing any of the materials or simply need help with responding to questions and leaving comments you can:

  • email the Strategic Planning Team at localplan@kingston.gov.uk
