PROPOSED CHANGES TO EXISTING “ZEBRA” CROSSING
IN UPPER BRIGHTON ROAD, SURBITON,
KINGSTON UPON THAMES
NOTICE IS HEREBY GIVEN THAT the Council of the Royal Borough of Kingston upon Thames intends to make changes to the existing “zebra” pedestrian crossing in Upper Brighton Road, Surbiton adjacent to Lovelace Gardens.
The proposed changes involve raising the existing zebra crossing onto a speed table to improve safety of pedestrians and reduce vehicular speed.
The speed table will be sited 21.4 metres from the entry into Lovelace Gardens, Surbiton for a full length of 10.0 metres, from the bottom of the ramp. The ramps will have a 1:20 gradient.
Full details of the proposals are shown on theplan of the proposed changes.

1. The results of the consultation are noted;
2. Given the low response rate and for the reasons explained in the report, no immediate action is taken on the proposal for the conversion into a single-controlled junction, but a further report is presented in one year’s time to consider any further collisions which may have occurred; and
3. A Traffic Management Order is published (including consultation) to convert the five parking bays from parking permit only to pay and display to enable customers to access the local businesses.

CLOSED: This survey has concluded.Kingston Town Neighbourhood Committee agreed to consult residents about a proposal to convert King’s Road, New Road and Tudor Road into one-way roads. The scheme is being considered due to a petition from residents raising concerns about levels of through-traffic, congestion and air pollution. Over the years, ward councillors and Highways officers have received emails and met with residents concerned about speeding in Ditton Road. Workshops were held in 2019 where residents described the issues and looked at different options to help address the matter.
So far we have introduced the following measures to help reduce speeding on Ditton Road:
- Speed humps ;
- The road has been made 20mph;
- Bigger and additional 20mph signs were introduced;
- White 20mph ‘roundels’ were painted on the road;
- The ‘smiley face’ speed check is activated on a rotating basis;
- White hatch markings have been painted in the middle of the widest parts of the road;
- New traffic islands have been introduced to give residents a refuge to shelter from speeding vehicles;
- The pavement at the junction with Hook Road has been extended to discourage motorists from entering the road at speed.
Ward councillors have asked for a review of the various measures that have been introduced to establish the impact they are having. Please fill out the following form to let us know your thoughts.
All comments made will be considered and reported to the Surbiton Neighbourhood Committee or similar platform. Unfortunately we are unable to provide individual feedback.
